On the other hand, society is becoming increasingly aware of the environmental, safety, health, financial, and other risks of business activity. Government oversight seems to be one of the answers to safeguard against these risks. But how can we deregulate and regulate at the same time, without jeopardizing our public goals or acting as a brake on economic growth? Entrepreneurs are particularly vulnerable: the costs of regulatory compliance may be prohibitive to business development, while the costs of non-compliance may land them in jail. Today, many instruments are available to assess the effects of laws regulating business. For example, the regulatory impact assessment (RIA), applied primarily in new or planned regulation, contains cost/benefit analysis, cost-effectiveness analysis, risk analysis, and cost assessments. The major limitation of the RIA is that it is conducted from the perspective of the government. The underlying theme of this book is that public goals will be achieved more effectively if compliance costs of the addressees?the enterprises?are as low as possible. Highlighting examples from a wide spectrum of industries and countries, the authors propose a new kind of RIA, the business impact assessment (BIA), designed to improve both business and public policy decision making. This process begins with prior knowledge at the opportunity identification phase, progresses through the acquisition of new skills and knowledge necessary to develop an opportunity and concludes with a transformation phase where new knowledge is acted upon. The book draws on extensive qualitative data and documentary evidence from a range of stakeholders associated with a University Business Incubator known as Innospace. The process of opportunity development within the business incubator is explored by combining experiential and social learning theories as heuristic tools. Presented implications for policy-makers and incubator managers are that attention and scarce resources should be focused on providing relevant information and encouraging an atmosphere of learning and mutual support. Recruitment practices should be revised to include a more holistic appreciation of potential incubatees contribution to the Business Incubation learning community as well as an assessment of their business plans. For policy makers the book suggests that successful business incubators do not necessarily require a large financial investment in state-of-the-art premises and technology. The focus is therefore on critical reflection and rethinking the articulation between three levels of analysis of economic systems, namely entrepreneurship, human capital and regional development, which have not so far been perfectly articulated in the literature of reference on endogenous growth. Although there has been significant research so far into the success and failure of clusters, the implications of these multiple research efforts fail to provide political decision-makers and company managers with critical information about which mechanisms lie behind cluster success and also about how clusters survive and prosper. The innovative approaches presented in this book on entrepreneurship, human capital mobility and regional development have considerable potential to create new and original implications for decision-makers and managers. In terms of value added, this book contributes to the literature by seeking answers to the following questions: (i) Is the growth and success of clusters over time due to concentration and transmission of business competences through spin-offs located in a given regional space? (ii) Does increased density of job options outside the workplace contribute to increased mobility of human capital between firms located within clusters, and so improve coordination in the local labor market? (iii) Do spin-offs benefit from hiring workers from successful incumbents, inasmuch as those workers are expected to perform better than other workers from different origins? Integrating theoretical frameworks, empirical research, and regional case studies (from Portugal, Spain, Norway and Turkey), the editors and contributors demonstrate that the regional dynamics of industry growth are strongly influenced by the mobility of employees towards new firms.
